LEGAL NOTICE NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS November 19th, 2025 Lorain County Community Development 226 Middle Avenue, 4th Floor, Room 400 Elyria, Ohio 44035 440-328-2322 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Lorain County. REQUEST FOR RELEASE OF FUNDS On or about December 5th, 2025, Lorain County will authorize the Lorain Metropolitan Housing Authority (LMHA) to submit a request to the U.S. Department Housing and Urban Development (HUD) for the release of eight (8) Project-Based Vouchers from LMHA. The Ohio Housing Finance Agency (OHFA) and has determined that the project conditionally qualifies for an allocation of Low-Income Housing Tax Credits (LIHTCs) from either the 2025 or 2026 Ohio 9% LIHTC ceiling pursuant to 26 U.S.C. 42(m), Known as Oberlin Place, a project for the purpose to construct Lorain County Senior Development, 60- unit project in Oberlin. The developers will provide a 48-unit 3-story elevator building and 12 cottage units with garages, totaling 24 one- bedroom and 36 two-bedroom apartments, serving an income mix of 30% AMI through 80% AMI. The project includes construction of the 60 residential units as well as associated improvements such as paved internal roadways and driveways, parking areas, sidewalks and ADA-compliant paths, a stormwater management basin, utility connections (water, sewer, gas, electric), and landscaped outdoor gathering space. The project is requesting $57,600 annually for the construction of the proposed development at 450 West College Street, Oberlin, Lorain County, OH 44074. Sources of Funds: 8 Project-Based Vouchers. FINDING OF NO SIGNIFICANT IMPACT Lorain County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Lorain County Community Development Department, 226 Middle Avenue, 4th Floor, Room 400, Elyria, Ohio 44035 and may be examined or copied weekdays 8 A.M to 4:30 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Lorain County Community Development Department. All comments received by December 4th, 2025, will be considered by Lorain County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION Lorain County certifies to HUD that Jeff Riddell in his capacity as President of the Lorain County Board of Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Lorain Metropolitan Housing Authority to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and Lorain County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Lorain County; (b) Lorain County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to PIH Director, HUD Cleveland Field Office at ClevelandPublicHousing@hud.gov. Potential objectors should contact the Cleveland HUD Field Office via email to verify the actual last day of the objection period.
