LEGAL NOTICE TO BIDDERS Sealed bids will be received by the Board of County Commissioners for Lake County, Ohio at their office in the Lake County Administration Center, 105 Main Street, Building A, 5th Floor, Suite 512, Painesville, Ohio 44077; up to the hour of 11:00 AM Local Time on Wednesday, December 10, 2025, and read publicly thereafter in the Commissioners’ Chambers at the above address, for the following project: “OPERATION, MONITORING AND MAINTENANCE OF LAKE COUNTY SOLID WASTE FACILITY`S LANDFILL GAS COLLECTION & CONTROL SYSTEM” The Board of Lake County Commissioners (“Owner”) is currently seeking a Contractor to perform Operation, Maintenance, and Monitoring (OM&M) of the Landfill Gas Collection & Control System (LFGCCS) at Lake County Solid Waste Facility (LCSWF). LCSWF is a Municipal Solid Waste (MSW) landfill located at 2039 Blasé-Nemeth Road, Painesville Township, Lake County, Ohio. LCSWF consists of seven (7) waste disposal units, six (6) of which are closed. All waste disposal units currently have active LFGCCS components installed. The LFGCCS consists of vertical gas extraction wells, horizontal collectors, condensate knock out sumps, a central vacuum station, one flaring unit, and various other components associated landfill gas and condensate management. Contractor shall provide all labor, materials, tools, equipment, and transportation necessary to perform OM&M of the LFGCCS in compliance with all applicable laws, statutes, ordinances, regulations, rules, permits and orders governing the LFGCCS at LCSWF. The Contractor’s scope of service includes performing; Routine LFGCCS OM&M, Non-Routine LFGCCS OM&M, Monthly Explosive Gas Monitoring, Quarterly Surface Emissions Monitoring, Meeting Attendance, and General Consulting and Planning Support. Contractor must have provided LFGCCS OM&M for at least three (3) MSW landfills within the State of Ohio within the last three (3) years to satisfy a qualification requirement of this project. LCSWF currently operates under several permits issued by the Ohio EPA relating to Solid Waste, Surface Water, and Air Emissions. Bidders are required to familiarize themselves with these permits, as well as any other related plans and associated documentation that pertain to this project. Copies of all project related permits, plans and associated documentation are filed in LCSWF`s Operating Record. A mandatory Prebid Meeting will be held at 10:00A.M. on November 24, 2025 at the Utilities Learning and Business Center at 1981 Blasé Nemeth Road, Painesville Ohio 44077. Pursuant to R.C. 153.01 et seq., the bid must be accompanied by an original sealed document in the form of a bond for the full amount (100%) of the bid, OR by a certified check, cashier’s check, or irrevocable letter of credit equal to ten percent (10%) of the amount Bid, drawn on a solvent bank located in Lake County and payable to the Treasurer of Lake County, Ohio, as surety that if the Bid is accepted, a contract will be entered into and its performance properly secured. Should any Bid be rejected said surety shall forthwith be returned to the Bidder and should any Bid be accepted such bid bond, certified check, cashier’s check, or letter of credit will be returned to the Bidder upon proper execution and securing of the contract. The Successful Bidder will be required to execute the contract within ten (10) days after the award of the work to him/her, and he/she shall furnish acceptable bond or surety, if not filed previously to the satisfaction of the County of Lake, Ohio for the faithful performance of said contract in an amount equal to the value of the first year of the Agreement and annually thereafter in an amount equal to the value of the Agreement for the year that the performance bond is submitted. In case of failure to execute the contract as stated or to furnish bond and/or surety, the bidder shall be considered to have abandoned the contract and is then liable for the difference between their bid and the next lowest Bid, not to exceed ten percent (10%) of the amount Bid. No Bidder shall be considered lowest and best or eligible to be awarded the contract to which this Notice or Bid Specifications apply, if the Bidder is listed on the Auditor of State’s Database as having a “Finding of Recovery” as that term is defined in R.C. 9.24. Bids shall be subject to the conditions that the right is reserved to hold Bids for a period not longer than sixty (60) days after date of Bid opening and/or to award the contract at any time during said period. The Owner reserves the right to reject any or all Bids, to waive any and all informalities, and to disregard all non-conforming, nonresponsive or conditional Bids, or to increase or decrease or omit any item or items, to waive any and all informalities, and to disregard all nonconforming, nonresponsive or conditional Bids. Each Bid must contain the full name of every party or all parties submitting the proposal. Each Bidder must submit evidence of its experience on projects of similar size and complexity. All contractors and subcontractors shall comply with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972 and Governor’s Executive Order 84-9.
