LEGAL NOTICE TO BIDDERS Bids will be received by the Board of County Commissioners in and for Lake County via the Bid Express website ( www.bidexpress.com ) or paper bid in a sealed envelope at their office in the Lake County Administration Building, 105 Main St., Ste. A513, Painesville, Ohio 44077; up to the hour of 11:00 AM Local Time on Wednesday, May 13, 2026 and read publicly thereafter in the Commissioners' Chambers at the above address, for the following improvement project: Roadway Materials – 2026 Lake County Engineer’s Road Department, Ohio LCE Project No. 2026-003 Plans, specifications or an itemized list of supplies, facilities or equipment, estimated quantities and Instructions to Bidders can be obtained and reviewed at the office of the Lake County Engineer, 105 Main Street, Suite A205, Painesville, OH 44077 during weekday business hours from 8:00 a.m. to 4:30 p.m. Bids shall be addressed to the Board of Lake County Commissioners, Lake County Administration Building, 105 Main Street, Suite 5A13, Painesville, OH 44077, and marked “Roadway Materials - 2026”. Each BID must be accompanied by a bid guarantee in the form of an original Bid bond or by a Certified Check, Cashiers Check, or Money Order, in the amount of five percent (5%) of the amount BID. Such guarantee shall be made payable to or in favor of the BOARD OF LAKE COUNTY COMMISSIONERS, and will be held as a guarantee that in the event the BID is accepted and a contract awarded to the BIDDER, the Contract will be duly executed and its performance properly secured. The successful bidder will be required to execute the contract within ten (10) days after the award to him/her. In case of failure to execute the contract as stated, the bidder shall be considered to have abandoned the contract and is then liable for the difference between his/her bid and the next lowest bid, not to exceed ten percent (10) of the amount bid. Said bid bond will be returned if the bid is rejected, and if the bid is accepted, will be returned upon successful execution of the contract. As a condition of entering into a contract, the successful BIDDER shall be required to furnish a Performance Bond in a sum not less than one hundred percent (100%) of the price bid for the complete work. Said bond shall be that of an approved surety company authorized to transact business in the State of Ohio. Requirements for the payment of prevailing wage rates will apply to this Contract. The statutory requirements of the State of Ohio relative to the licensing of corporations organized under the laws of other States will apply. No bidder shall be eligible to be awarded the contract to which this Notice or Bid Specifications apply, if the bidder is listed on the Auditor of State’s Database as having a “Finding of Recovery” as that term is defined in R.C. 9.24. Bids shall be subject to the conditions that the right is reserved to hold bids for a period not longer than sixty (60) days after the date of bid opening and/or to award the contract at any time during said period. Lake County reserves the right to reject any and all BIDS or to increase or decrease or omit any item or items. The contract shall be awarded to the lowest and best BIDDER. Each bid must contain the full name of every person or company interested in the same. The Lake County Commissioners reserves the right to waive any informalities or irregularities in the BIDS.
