LEGAL NOTICE TO BIDDERS Bids will be received by the Board of County Commissioners in and for Lake County via the Bid Express website ( www.bidexpress.com ) or paper bid in a sealed envelope at their office in the Lake County Administration Building, 105 Main St., Ste. A513, Painesville, Ohio 44077; up to the hour of 11:00 AM Local Time on Wednesday, May 20, 2026 and read publicly thereafter in the Commissioners’ Chambers at the above address, for the following improvement project: LAKE COUNTY ROAD DEPARTMENT SALT – 2026 Lake County, Ohio LCE Project No. 2026-004 Plans, specifications or an itemized list of supplies, facilities or equipment, estimated quantities and Instructions to Bidders can be obtained and reviewed at the office of the Lake County Engineer, 105 Main Street, Suite A205, Painesville, OH 44077, during weekday business hours from 8:00 a.m. to 4:30 p.m. Monday – Thursday and 8:00 a.m. to 1:00 p.m. on Friday. Each BID must be accompanied by a bid guarantee in the form of an original Bid bond or by a Certified Check, Cashiers Check, or Money Order, in the amount of five percent (5%) of the amount BID. Such guarantee shall be made payable to or in favor of the BOARD OF LAKE COUNTY COMMISSIONERS, and will be held as a guarantee that in the event the BID is accepted and a contract awarded to the BIDDER, the Contract will be duly executed and its performance properly secured. Suppliers shall furnish Material Safety Data Sheets (MSDS) for any hazardous substance brought onto County property. Bidders may submit bids for one or all road salt materials being bid; however, EVERY item under each material type must be bid for that material type bid to be considered complete. Requirements for the payment of prevailing wage rates will apply to this Contract. The statutory requirements of the State of Ohio relative to the licensing of corporations organized under the laws of other States will apply. No bidder shall be eligible to be awarded the contract to which this Notice or Bid Specifications apply, if the bidder is listed on the Auditor of State’s Database as having a “Finding of Recovery” as that term is defined in R.C. 9.24. Lake County reserves the right to reject any and all BIDS or to increase or decrease or omit any item or items. The contract shall be awarded to the lowest and best BIDDER. Each bid must contain the full name of every person or company interested in the same. The Lake County Commissioners reserves the right to waive any informalities or irregularities in the BIDS.
