Legal Notice Announcing Citizen Participation Schedule for Community Development Block Grant (CDBG) FY 2026 Action Planning By: City of Euclid Department of Planning and Development, Division of Community Development Since 1974, the City of Euclid has been an Entitlement Community, where grant funding is received directly from the U.S. Department of Housing and Urban Development (HUD). The grant funding allows the City to implement various projects and programs that benefit low- to moderate- income households and persons relating to housing, economic development, public improvements, and limited public services, in order to create suitable living environments, economic opportunity, improved neighborhoods and public facilities, and the elimination of slums and blight. In FY 2025, the City of Euclid received $998,865.00 from HUD. Due to current projections through Congressional Budget Appropriations actions, it is anticipated that the City of Euclid will receive approximately $950,000.00 in CDBG funding in FY 2026. Proposals for limited Public Service activities to be carried out by City departments and/or nonprofit organizations, as well as for physical development projects and programs for Housing Rehabilitation, Municipal Beautification, and Public Facilities Improvements; additionally, Economic Development Activities, and activities that Affirmatively Further Fair Housing, for 2026 will be discussed through the Community Development Citizens Advisory Committee, a 11-member committee dedicated to advising and guiding the direction of Euclid’s annual CDBG funding. The City of Euclid will be soliciting public feedback and comments on FY 2025 CDBG-supported projects and programs, and planning for FY 2026 projects and programs, through a series of public meetings and participation. Public Meetings will take place between October and December of 2025. Interested residents and stakeholders are welcome and strongly encouraged to attend these meetings and participate in the planning process. Please be attentive to the following dates and actions: Thursday, October 9, 2025 at 6:30 PM: Euclid City Hall – Council Chambers: To review CDBG-funded accomplishments for FY 2025, To review and score FY 2026 Public Service Applications, and to establish a preliminary budget for the FY 2026 CDBG Annual Action Plan. Friday, October 10, 2025: City of Euclid to release preliminary budget for the FY 2026 CDBG Annual Action Plan for 30-day Public Comment Period, ending Monday, November 10, 2025. Thursday, November 13, 2025 at 6:30 PM: Euclid City Hall – Council Chambers: To review and consider comments received through Public Comment period, to solicit additional public comment and questions, and a final vote on the preliminary budget for the FY 2026 CDBG Annual Action Plan. Monday, December 1, 2025 at 7:00 PM: Euclid City Hall – Council Chambers: Regular City Council Meeting to vote on the preliminary budget for the FY 2026 CDBG Annual Action Plan for City Council vote.
