Legal Notice NOTICE OF PUBLIC HEARING The Lake Development Authority (the “Authority”) will hold a public hearing on behalf of itself and Lake County, Ohio (the “County”) at 2:00 p.m. local time on July 22, 2026, with respect to the issuance by the Authority of its Multifamily Housing Revenue Bonds, Series 2026 (Silver Birch of Painesville Project), in one or more series pursuant to a plan of finance (the “Bonds”), with a maximum aggregate principal amount not to exceed $30,000,000, the proceeds of the sale thereof to be used by the Authority to acquire, construct, equip, install, furnish, improve and develop a 120-unit multifamily residential rental assisted living facility for seniors, together with ancillary and subordinate facilities on approximately 4.9 acres of vacant land located east of the intersection of Shamrock Boulevard and Elizabeth Boulevard and west of OH-44, within Lake County, Ohio, in the City of Painesville (the “City”), to be known as Silver Birch of Painesville (the “Project”) to be leased to and operated by Painesville AAL LP, a Delaware limited partnership, or an affiliate thereof (the “Lessee”) and to the extent permitted, paying certain costs of issuance, paying capitalized interest and funding debt service reserve funds, if necessary. The Bonds will be issued pursuant to the provisions of Sections 13 and 16 of Article VIII of the Ohio Constitution and Sections 4582.21 through 4582.60 of the Ohio Revised Code (collectively, the “Act”), and pursuant to the Act will not constitute a debt, liability or obligation of the County, the City, the Authority, the State of Ohio (the “State”) or a pledge of the faith and credit of the City, the County, the Authority or the State, but shall be payable solely from the funds pledged to the payment thereof. A substantial portion of the Bonds are expected to be issued as “exempt facility bonds” pursuant to Section 142 of the Internal Revenue Code of 1986, as amended (the “Code”). The public hearing will be held in the Lake Erie Conference Room, 105 Main Street. Suite A505, Painesville, Ohio 44077. The public is invited to attend and comment on any of the matters herein noted. Additionally, the public is invited to submit written comments to the Executive Director of the Authority at the following address: Lake Development Authority, 105 Main Street, Suite B501, Painesville, Ohio 44077, for receipt on or before 2:00 p.m. on July 22, 2026.
