McKinney Homeless Assistance Act, as amended; to be used for the following project(s): Lorain County PY2025 Community Housing Impact & Preservation (CHIPO) Program Source of Federal Funds: Community Development Block Grant (CDBG); HOME Investment Partnership Funds (HOME); and HOME Housing Program Income. The CHIP may also be funded with State of Ohio Housing Trust Funds (OHTF). Lorain County, as lead entity for the CHIP Partnership that includes the cities of Amherst, North Ridgeville, Oberlin, and Sheffield Lake as partnering jurisdictions, will use up to $1,600,000 through its CHIP to provide Private Rehabilitation, Home/Building Repair, and any/other eligible activities to low-moderate income (LMI) households within Lorain County, county-wide, and including the partnering cities of Amherst, North Ridgeville, Oberlin, and Sheffield Lake (excluding the cities of Elyria and Lorain). For PY2025, Lorain County and its partnering jurisdictions, the cities of Amherst, North Ridgeville, Oberlin, and Sheffield Lake, propose funding to assist approximately 15 private owner rehabilitation projects ($100,000 CDBG and $828,000 HOME); approximately 16 owner home/building repair projects ($480,000 CDBG); Fair Housing Program ($8,000 CDBG); and General Administration $184,000 ($134,000 CDBG and $50,000 HOME). Program includes approximately $300,199 of HOME Housing Program Income from Lorain County ($15,990); City of Amherst ($106,795); City of North Ridgeville ($170,001); City of Oberlin ($3,537); and City of Sheffield Lake ($3,876) for Private Owner Rehabilitation projects. Proposed project activity located in Lorain County, county-wide, including the partner cities of Amherst, North Ridgeville, Oberlin, and Sheffield Lake (excluding the cities of Elyria and Lorain). Multi-Year Project. Estimated Cost of Project: $1,600,000 +/- per funding cycle. The activities proposed are categorically excluded under U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. ENVIRONMENTAL CERTIFICATION The Lorain County Board of Commissioners certifies to the State of Ohio that David J. Moore in his capacity as President of the Board of County Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Lorain County Board of Commissioners to use Program funds. The City of Amherst certifies to the State of Ohio that Mark Costilow in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Amherst to use Program funds. The City of North Ridgeville certifies to the State of Ohio that Kevin Corcoran in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of North Ridgeville to use Program funds. The City of Oberlin certifies to the State of Ohio that Greg Holcomb in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Oberlin to use Program funds. The City of Sheffield Lake certifies to the State of Ohio that Rocky Radeff in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Sheffield Lake to use Program funds. OBJECTIONS TO RELEASE OF FUNDS The State of Ohio will accept objections to its release of funds and the Lorain County Board of Commissioners’ and Cities of Amherst, North Ridgeville, Oberlin, and Sheffield Lake’s certifications for a period of fifteen days following the anticipated submission date or its actual receipt of the requests (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Lorain County Board of Commissioners and/or the Cities of Amherst, North Ridgeville, Oberlin, and Sheffield Lake; (b) the Lorain County Board of Commissioners and/or the Cities of Amherst, North Ridgeville, Oberlin, and Sheffield Lake has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Ohio; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Ohio Department of Development, Office of Community Development at OCD@development.ohio.gov. Potential objectors should contact the State of Ohio to verify the actual last day of the objection period. David J.
